History & Background

Since its inception in 1946, the Board of Community Relations has served as the conscience of the City of Toledo, and as such, has sought to create a heightened sense of awareness that inequality and discrimination still exist.

Through its enabling legislation, the Board has been charged with promoting amicable relationships among all people and groups within the greater Toledo area and taking appropriate action with the framework of existing laws to deal with conditions and persons who strain these relationships.

The Board of Community Relations works toward helping people achieve their full measure of rights and to eliminate the delusion held by some that dissemination and human rights are the concerns of only certain groups. The Board of Community Relations promotes the viewpoint that we are all part of a global human rights effort and that anything which causes pain to one will adversely effect us all.

Over the years, the Board of Community Relations through its investigation and mediation process has reconciled a significant number of cases involving discriminatory practices in employment, education, housing and public accommodations. It has also created harmonious relationships among neighborhood groups and between utility companies and their clients.

Issue Involvement Criteria:

  • Has there been a formal request for BCR intervention? 
  • Does the issue coincide with BCR jurisdiction? 
  • Is there a strong potential for this issue to become a community wide concern? 
  • Is there a connection between the issue and municipal government? 
  • Are alternative actions available? If so, what? 
  • What is the probability of a successful resolution and possible consequences of failure (making matters worse)? 
  • Does the issue affect a large number of people? 
  • Are groups or organizations involved versus individuals? 
  • Has the news media been involved? If so, to what extent?
