We as a department will challenge ourselves to stimulate business development in Toledo by facilitating financial incentives, technical support and the promotion of Toledo’s strategic location resulting in jobs for Toledoans and the enhancement of the quality of life.

  1. Participate in and assist in closing 85 projects by 12/31/09.

  1. Create and implement a program to convert all developable property to shovel ready status by 12/31/09.

  1. Implement a program to market Toledo to businesses and site selectors by 6/31/09.

  1. Attract at least 150 full time jobs to Toledo from companies currently outside Northwest Ohio.

  1. Revitalize the central business district by preparing existing buildings for occupancy and encouraging companies to locate.

  1. Identify funding to enable Toledo to improve intermodal capabilities.

  1. Support the implementation of phase I of the Technology Corridor Master Plan and recruit at least 2 tenants to the Technology Corridor.

  1. Facilitate the private housing and commercial investment at the Marina District to assure vertical development by 6/3/2009 and occupancy by 12/31/2009.

  1. Provide support for the Village at Southwyck to prepare the site for redevelopment and establish project development funding and resources.

  1. Assist Tetra Tech with the redevelopment of Swan Creek, by identifying and obtaining funding needed to prepare the property for redevelopment.

  1. Create a development fund through the sale of City real estate.

  1. Reevaluate the effectiveness of incentive programs.  This shall include streamlining Department of Development procedures to be more responsive to the needs of business.

  1. Work with private businesses to move the Erie Street Market to financial stability and develop it into a community gathering spot by 12/31/09.

  1. Support the development of an entrepreneurial culture within neighborhood districts using real estate programs, finance incentives, and developing incubator programs.

  1. Utilize job training and retraining programs for the unemployed and underemployed while working with Toledo businesses on a daily basis.

  1. Continue with educational and professional development programs for all staff by including training from other state and federally funded entities and other internal departments throughout 2009.
