The mission of the Department of Neighborhoods is to work with the community to create and maintain clean, safe, attractive neighborhoods. The Department of Neighborhoods is the lead agency responsible for administering programs, projects and activities related to CDBG, HOME, ADDI and ESG programs. The Department of Neighborhoods provides financial and technical support for the renovation and construction of housing units, revitalizing neighborhoods by enforcing applicable codes and abating nuisances, by becoming involved with citizens, connecting them to their city government and collaborating with those private, public and non-profit entities whose purpose is to enhance the quality of life in Toledo. The Department is divided into four divisions as follows:

2009 Department of Neighborhood Goals
Code Enforcement
Goal 1: Provide for the demolition of 200 housing units by December 31, 2009.
Goal 2: Identify 72 of the most difficult nuisance structures to resolve in 2009 by January 15, 2009 and demolish or initiate rehabilitation of 65% of these properties by December 31, 2009
Goal 3: Ensure the relocation of 35 sexual offenders that continue to live within 1000’ of a school by December 31, 2009 working with the law department on the Move Out Predators (MOPS) Program
Goal 4: Design and implement a comprehensive citizen educational program to ensure a better understanding of the nuisance abetment laws of the City of Toledo by December 31, 2009.
NBA Section
Goal 5: Complete a Model Block Program in six targeted areas by October 15, 2009.
Building Inspection
Goal 6: Produce and advertise, “It Pays To Hire A Licensed Contractor. By February 28, 2009. This county-wide publicity campaign, funded by private sector stakeholders (Better Business Bureau, Home Builders Association, Home Remodelers Association, Contractors’ Unions, individual suppliers etc.).
Goal 7: Register 30 professional home inspectors in conjunction with TMC 1765 by March 31, 2009.
Goal 8: Increase Building Inspection Annual Revenue by 5%.
Division of Housing
Goal 9: Complete or Monitor to Completion 300 Units of Housing By December 31, 2009.
Utilize NSP funds during 2009 to purchase and redevelop foreclosed properties in order to arrest blighting influences in the City of Toledo’s neighborhoods.
Goal 10: Complete 140 units from other programs and projects
Goal 11: Implement Envelope and Rental Rehab Programs utilizing Marcy Kaptur Special Purpose Grant funds.
Division of Recreation
Goal 12: Increase Recreation Programs by 5% with the following activities, develop a youth girls softball program for the 2009 softball season, develop a youth girls basketball program for the 2009 basketball season, work with neighborhood organizations to develop new baseball and softball teams, increase youth baseball teams for 2009 by 3%.
Administrative Services:
Goal 13: Begin preparation for the next 5 Year Consolidated Plan (July 1, 2010 - June 30, 2014).
Call City Hall
Goal 14: Improve Customer Service for Call City Hall staff by providing the following:
q Formal Customer Service Training for Operators
(Permanent Staff/Transitional)
q Closer monitoring of telephone calls to ensure consistency and effectiveness
q Develop reward process for adherence to procedures
q Develop and administer testing to ensure understanding and compliance
