To all interested agencies, groups, and persons: The City of Toledo intends to submit to HUD a substantial amendment to its 2008-2009 One-Year Action Plan, which is part of the Five-Year Consolidated Plan, for the Community Development Block Grant- Recovery Program (CDBG-R). The City of Toledo will accept all public comments received through May 28, 2009.&amp;#160;
